The fees for licenses issued under this chapter shall be of such an amount as the county executive by regulation, adopted under method (3) of section 2A-15 of this Code, may set from time to time and shall not exceed the cost of administering this chapter. The permit fee so fixed shall be submitted with the application and is not refundable in whole or in part. The county executive is authorized to adopt such regulations, under method (3) of section 2A-15 of this Code, in connection with such permit, license and fee, as are necessary to protect the public health, safety and welfare.
