Construction means construction or reconstruction (but not maintenance), and includes grading, installation of drainage structures, and paving.
Road: includes any road, street, highway, avenue, lane, alley, bridge, shared use path, sidewalk, viaduct, and any related storm drain and stormwater management facility. (Mont. Co. Code 1965, § 24- 30; , § 1.)
