The "Friendship Heights Village Council," subject to the approval of the county council, may adopt regulations with respect to dumping of garbage, sanitation, erection of buildings, care of property, tearing up of streets, speed regulations, removal of snow and ice or other police or health regulations, and provide penalties for the violation thereof, as the village council may deem proper, which regulations may be enforced by or through the village council. In addition to enforcing such regulations by criminal prosecution, the village council may bring suit in the circuit court of Montgomery County, in the name of the "Friendship Heights Village Council," for which purpose said council shall be deemed a body corporate, to obtain a decree, order or judgment of that court compelling, by injunction or otherwise, compliance by any person with such regulations. The village council may also provide that if, after due notice, any regulation requiring the removal of unsightly weeds or debris from, or the abatement of any nuisance upon, any property within the village is not complied with by the owner of the property in a reasonable time, the village council shall have the authority to have said work done at a reasonable price and to assess the cost thereof against the property of the delinquent party, the same to be a lien against said property and to be collected in the same manner as the county taxes are collected and turned over to the treasurer of the village council.
